is Keystone STARS?

Keystone STARS is an initiative of the
Office of Child Development to improve, support, and recognize
the continuous quality improvement efforts of early learning programs
in Pennsylvania.
The Keystone STARS Performance Standards
provide the foundation for the program. The Performance Standards
are grouped into five levels: Start with STARS, STAR 1, STAR
2, STAR 3, and STAR 4. Each level builds on the previous level
and utilizes research-based best practices to promote quality
early learning environments and positive child outcomes. The standards
address staff qualifications and professional development, the
early learning program, partnerships with family and community,
and leadership and management.

Keystone STARS is managed through a partnership
of the Office of Child Development and the Pennsylvania and Regional
Keys.
Applying
to Keystone STARS
The
purpose of this application is to Enroll in the Keystone STARS
quality improvement program. Please complete the attached Enrollment
Application and return it with a copy of your current DPW Certificate
of Compliance or Registration to the Southeast Regional Key. A
Keystone STARS Representative will be assigned to the facility
upon receipt of a completed application.

STARS Standards

Since the inception of the Keystone STARS program
in 2002, the Performance Standards have been the bedrock of the
program. The standards are guided by the principle that quality
early learning programs are the foundation for children’s success,
and investment in the early care and education of Pennsylvania’s
children is an investment in the future. Therefore, the Keystone
STARS Performance Standards reflect research-based practices to
improve outcomes for children. The standards are organized into
four STAR levels that build upon each other in order to support
continuous quality improvement. When a program meets the Performance
Standards for a STAR level, they receive the mark of quality,
a STAR designation. A Keystone STARS designation informs parents
that their children are in a safe, respectful environment in which
they are learning new things every day to support their current
and future successes in school and in life.

STARS Differently: This document is a shorthand version of
the Performance Standards. It uses a grid with dots to indicate
which standards are required at which STAR level.
Tip
Sheet Improvement Highlights (By
STARS Level, By Section): These documents list the improvements
that have been made to the Keystone STARS Performance Standards
for the 06-07 fiscal year, as well as examples of the research
that is behind the changes. The first document is the improvements
listed by STAR level, the second is the improvements listed by
section of the Performance Standards.

Assistance
STARS Technical Assistance (TA) is a specialized
consultation service available to support the programs in the
Keystone STARS quality improvement program who are working to
achieve higher STARS levels. Technical assistance may take many
forms, including individualized and on-site assistance to facilities
aimed at helping them achieve a specified knowledge area or performance
expectation of the Keystone STARS Performance Standards...Click
