The Southeast Regional Key is operated by Public Health Management Corporation (PHMC). PHMC offers technical assistance and professional development to ECE providers in Philadelphia, Delaware and Montgomery Counties through specialized staff as well as subcontractors. PHMC also evaluates providers to assess their quality levels based on the Keystone STARS system, an initiative of OCDEL to improve, support and recognize the continuous quality improvement efforts of early learning programs in Pennsylvania.
Keystone STARS is a statewide program of the Office of Child Development and Early Learning to support early care and education programs in Pennsylvania. The state's vision is that all children have access to high quality early learning opportunities so they are prepared for success in school and life. The Keystone STARS program provides a framework for childcare providers to make incremental improvements in quality. Providers in this voluntary program work to meet higher standards and are recognized as they move from STAR 1 to STAR 4, the highest level of quality. Support and assistance are offered to participants to aid in their success. The children benefit by receiving higher quality care.
All Department of Public Welfare licensed child care programs are eligible to participate in Keystone STARS.

In order to enroll in Keystone STARS, a provider must display a willingness and openness to change necessary for quality improvement and a desire to impact the lives of young children. A provider is required to complete an Enrollment Application and to attend a Keystone STARS Orientation session offered by the SERK.
SERK will assign a Keystone STARS Specialist who will guide the provider through the next steps.
