The
Professional Development Department at the Southeast Regional
Key manages support programs for the Keystone STARS Continuous
Quality Improvement program. Our programs include various professional
development opportunities, technical assistance, and community
engagement. The components of these three programs are explained
below. The PD Department is responsible for ensuring that the
Professional Development and Technical Assistance needs of practitioners
are met, and for monitoring the quality of the services delivered
in each of these programs.
Professional
Development in the Southeast: The Southeast Regional Key is a
part of Pennsylvania Keys to Professional Development. PA Keys
is a comprehensive, statewide professional development system
for practitioners serving children and families in early childhood
and school age programs including

The
Professional Development System is a seamless system designed
to enhance and promote quality programming that improves outcomes
for all children in Pennsylvania. The components of Pennsylvania's

This
system provides a continuum of professional development opportunities
and on-going support to practitioners in order to improve outcomes
for children in early childhood and school age programs. It is
a clearly articulated framework that defines pathways which are
tied to certification, leading to qualifications and credentials,
and addresses the needs of individuals and adult learners. Elements
of the Pennsylvania Keys to Professional Development system include:
a core body of knowledge, qualifications and credentials, quality
assurances, increased access to professional development opportunities,
and outreach and funding.

The Pennsylvania Keys to Quality Early Learning
Career Lattice is a guide to the education levels required for
many different positions in the Early Care and Education field.
The Career Lattice encourages practitioners to attain credentials
and degrees and to plan their educational pathway according to

Professional Development and Technical Assistance
Technical
Assistance in the Southeast: Technical Assistance is available
to programs participating in Keystone STARS who have completed
the Core Series (a series of professional development sessions).
Technical Assistance is intensive, one-on-one consultation around
a variety of different topics. Technical Assistance is commonly
thought of as "relationship-based professional development". Examples
of topics are: Program Learning Environment, Curriculum, Business
Practices, Health and Safety, Playground Safety.
